The Neris Regional Park is, first of all, the Neris with its picturesque vicinities, tiny villages and historical layers of old Lithuania.

The Park has been established in the most beautiful segment of the Neris in order to preserve the expressive landscape of the river valley, the distinctive flora and fauna, the unique system of the Neris midland turns and natural tributaries as well as the cultural heritage. The Neris Regional Park is situated in the triangle of Vilnius–Trakai–Kernavė, which is very attractive to tourists and connected by good country roads.

The exceptional position of the Park, i.e. between the two capitals of Lithuania – the old Kernavė and Vilnius, determines the abundance of the objects of cultural heritage. Along the banks of the river, the high mounds, saint grove hills, centennial oaks, old settlements and the abundance of barrows reveal our ancestors' times, the pattern of their lives, customs and beliefs. In the period of the establishment of the Lithuanian State, these territories were a centre of the unified Lithuanian lands and a core of the establishing Lithuanian State.

As far back as the last century, in Lithuania, great oak-woods soughed. In many places they did not stand the challenges of centuries and were cut down. In the territory of the Neris Regional Park, Dūkštos oak-wood, one of the oldest and biggest oak-woods in Lithuania, survived. The area of the oak-wood is 302 ha; in the most valuable part of the oak-wood there is a nature reserve established. By the way, the Neris Regional Park is the regional park most covered with forests in Lithuania: forests occupy even 95 % of the territory of the park. Forests of state importance  (about 50% of the territory) are supervised and managed by Dūkštos, Sudervė, Vievis and Lentvaris forest districts. The rest of the forests belong to private owners or are reserved for the restoration of ownership rights.

From the administrative point of view, the territory of the park belongs to Vilnius District Municipality and Trakai District Municipality as well as to Elektrėnai Municipality.

The whole territory of the park, according to aesthetic, scientific, recreational or economic value, is divided into separate zones – conservative, recreational, ecological preservation and economic – where, following territorial planning documents, possible aspects of anthropogenic activities are specified.

The area of the park is more than 10 000 ha. In the territory of the park, there are 11 strict nature reserves, 1 nature reserve, more than 30 natural and cultural heritage objects having state preservation status. The biggest part of the Neris Regional Park (68%) is the zone of conservation priority (the strict nature reserves and the reserve). The strictest conservation requirements are applied to the Dūkštos Nature Reserve occupying a small part of Dūkštos oak-wood (37 ha). Here any type of economic activity is forbidden. In the territory of the Neris Regional Park, there are 11 strict nature reserves, and the aims of their establishment are as follows:
